Criteria
Criteria for certification serve as a reminder of what capacities a local community should develop in order to improve its operations and efficiency. This process should result in increased competitiveness of Serbian municipalities in relation to the municipalities in the region within and outside the borders of Serbia and to assist them in competition with competitors that have much earlier embarked upon the process of transition and reform.
Criteria for evaluation make the basis of the certification program:
- Strategic Plan for Local Development
- Department/Office for Local Economic Development (LED Office)
- Permanent Business Advisory Council
- System of services for obtaining construction permit
- Analytical base to support local business community and attract investments
- Activities for investmants and business environment quality promotion
- Credit solvency and credit validity
- Monitoring the dynamics of the local Labour Market and implementing active employment measures
- City/municipality builds public-private partnership
- Adequate infrastructure and reliable utilities
- City/municipality has clearly defined tax policy that stimulates economic development
